Add Option to Disable Updating _questions Log #48

Related to #20, we should add an option to force catsoop not to update the _questions log. This would be useful in the case where we programmatically generate questions for each user, or where we overwrite cs_content in a plugin or a cs_post_load or something such that the content varies per user (for example, completely hiding a 6.009 quiz after the fact).

We could maybe try to detect when this behavior is useful vs not, but that seems really hard to do generally, so it seems fine to put the onus on the instructor there.
