We should have an easy way to manually add pages to a scan (if we know what page matches but the scan didn't catch it).

I'm not really sure this is a good idea, but we could also try to auto-match things based on the structure of the scans (i.e., if we know a partial mapping from pages in a scan -> pages in an exam, we could guess at the others; i'm just a little worried about that getting things wrong).
